NCPCR Takes Action Against YouTube Over Inappropriate Videos Involving Mothers and Children

The National Commission for Protection of Child Rights (NCPCR) has recently summoned YouTube and requested an explanation regarding certain videos on their platform. The commission, along with the Maharashtra Police, has taken action against the platform for hosting “indecent” videos featuring mothers and their children. This comes after the NCPCR filed a case against YouTube under the Children’s Act of 2005.

NCPCR Chairman Priyank Kanoongo expressed his concerns and stated that more cases would be registered against similar platforms in the near future. The commission has urged YouTube’s head of government affairs and public policy to appear in their office and provide a list of all the challenge videos and channels involving minors.

Prior to the summons, the Maharashtra Police, at the direction of NCPCR, registered a case against a YouTube channel operator who was responsible for uploading such inappropriate content. The discovery of a channel called “XXXX vlogs” raised significant concerns about the well-being and safety of the child involved, as stated the NCPCR.

The cyber cell of Maharashtra Police has registered the case under various relevant laws, including sections of the Protection of Children from Sexual Offences (POCSO) Act, the Information Technology (IT) Act, and the Indian Penal Code (IPC). Kanoongo emphasized that the government expects platforms to not only remove child sexual abuse material (CSAM) content but also take legal action against those responsible.

This is not the first time that social media platforms have faced scrutiny regarding CSAM content. In 2023, the Ministry of Electronics and Information Technology (MeitY) issued notices to platforms such as X (formerly Twitter), YouTube, and Telegram, demanding the removal of such content from their platforms. Non-compliance with these notices could lead to the loss of safe harbor protection for these platforms.

YouTube responded to the allegations stating that they had conducted thorough investigations and found no instances of CSAM on their platform. Moneycontrol has reached out to YouTube for their response to NCPCR’s notice and the Maharashtra Police’s FIR, and we will update the article accordingly. The government, however, is determined to take strict actions against perpetrators and ensure the safety of children online.

Study Finds Shift in Climate Misinformation Tactics on YouTube

A recent report the Center for Countering Digital Hate (CCDH) reveals that climate misinformation on YouTube is undergoing a significant transformation. The research shows that traditional climate denial narratives are giving way to a new type of misleading content known as “New Denial.” This new form of climate misinformation seeks to muddy the waters presenting arguments that the impacts of global warming are beneficial or harmless, that climate solutions are ineffective, and that climate science and the climate movement are untrustworthy.

The study analyzed thousands of hours of YouTube content from the past six years and found that the prevalence of “New Denial” has doubled since 2018. It now accounts for 70 percent of climate misinformation on the platform, while traditional climate denial has dropped to 30 percent. This shift in tactics is a response to the increasing recognition of climate change and the ineffectiveness of outright denial.

The report also highlights the role of social media platforms in allowing the spread of climate misinformation. Content creators are rewarded with money and reach based on their ability to attract viewers, which incentivizes the creation and dissemination of misleading information. YouTube, in particular, plays a significant role in the spread of climate misinformation, as it serves as an information resource for billions of people.

While the findings of the report demonstrate that scientists and activists have been successful in conveying the facts of climate change to the public, they also reveal a rising threat. Climate advocates and policymakers must recognize this shift in tactics and take action to counter it. The CCDH calls on YouTube and other social media platforms to update their policies to address this new form of climate denial, remove financial incentives for spreading misinformation, and reduce the visibility of misleading content.

The study underscores the importance of accurately conveying the facts of climate change and countering misinformation in order to deliver effective climate solutions. Failure to do so risks losing the information battle and impeding progress in addressing the urgent challenges of climate change.

How Social Media Has Changed the Way We Get News

Social media has revolutionized the way we consume news, with over 70% of Australians now accessing and consuming news online. Gone are the days of relying solely on traditional media sources – platforms like Instagram, Facebook, YouTube, and TikTok have become the leading source of news for those under the age of 45. This shift in consumption patterns has its pros and cons.

On one hand, social media allows for the quick dissemination of information, including eyewitness accounts, point-of-view videos, and memes that provide cultural commentary on current events. It has become a hub for storytelling and activism, shedding light on distant suffering and giving individuals a platform to respond. This has led to increased awareness and the ability to mobilize humanitarian efforts.

However, the rise of social media as a news source has also given rise to challenges. Misinformation and disinformation thrive in this environment, as fact-checking and verification processes are oftenpassed. Political micro-influencers, who strategically shape political opinions and behaviors, can manipulate narratives and sow discord. It becomes increasingly difficult to distinguish between genuine accounts and those with ulterior motives.

Furthermore, the fast-paced nature of social media and attention economies makes it challenging to have nuanced conversations about complex topics like war. The overwhelming amount of content and the polarized nature of discussions can make it hard to find common ground.

While it may be tempting to switch off from the violence and disturbing content, for many Australians, it is not a rhetorical exercise. With a significant portion of the population having foreign-born parents, there are personal connections to conflict and violence. Sharing content and amplifying voices from the ground can make a tangible difference in the lives of loved ones.

In conclusion, social media has transformed the way we consume news, providing both opportunities and challenges. It is crucial to be critical consumers of information, verifying sources and considering the motivations behind the content we encounter. Despite the difficulties, it is important to stay informed and engage in conversations about these crucial issues.

Indian Government Urges Social Media Platforms to Take Legal Action Against Child Sexual Abuse Content

In a recent development aimed at addressing the issue of child sexual abuse material (CSAM) on social media platforms, the Indian government has called upon these platforms to not only remove such content but also take legal action against users who upload it. The government intends to invoke the “bystander rule” of the Protection of Children from Sexual Offences (POCSO) Act, which mandates allstanders and witnesses of child abuse or rape to report such incidents to the police.

During a meeting between the Ministry of Electronics and Information Technology and the National Commission for Protection of Child Rights (NCPCR) held on January 11, this message was conveyed to representatives from social media platforms such as Telegram, Meta, Google, Snap, ShareChat, and others. The Ministry of Electronics and Information Technology (MeitY) may even amend the Information Technology (IT) Rules to incorporate the “bystander rule” specifically for CSAM content.

Under the existing IT Rules, CSAM is classified as one of the 11 types of content that are explicitly prohibited for users to upload on any platform. The government has previously directed social media platforms to update their terms and conditions to include these prohibited content guidelines as part of the IT Rules. Non-compliance with these directives could result in the loss of safe harbour protection for platforms, holding them liable for third-party content.

This recent meeting follows the issuance of a summons the NCPCR to YouTube regarding the availability of “indecent” video challenges involving mothers and their children. Maharashtra Police has also registered an FIR against the platform and a YouTube channel operator in connection with such videos. As part of the summons, a YouTube executive has been called to physically appear at the NCPCR office to present a list of all challenges involving minors on YouTube.

The Indian government’s efforts to combat CSAM on social media platforms demonstrate a proactive approach to protecting children from exploitation. By urging platforms to take legal action against users who upload such content, they hope to enhance accountability and deter the circulation of harmful material online.
